· Provide constant state-of-the-art training and leadership development of people served and their staff.

· Purchase and maintain expensive lift vans and other equipment and modifications to enable wheelchair users to participate actively in community life.

· Provide leadership to the state on best practice in supporting people with disabilities.

· Meet the challenges of increasing costs without sacrificing quality.
